Why Carlos Giraldo is running

Philadelphia does the work. It deserves a Council that does too.

Rent went up. The corner store closed. The trash sat on the curb for three days. Somebody died on a block where the streetlight has been out for a year. None of that is a mystery to the people who live here — and none of it gets fixed by a Council office that only shows up in an election year.

Carlos Giraldo has spent two decades in housing — as an agent, a broker and a developer — which means the cost of staying in this city is not a talking point to him. He is running so that the people who built these neighborhoods are the ones who decide what happens to them: housing families can actually afford, safety that comes from investment and not just enforcement, and schools and rec centers that are open and staffed.

An at-large seat is accountable to the whole city. No neighborhood gets written off because it falls on the wrong side of a district line, and no one gets told their block is someone else's problem.

Who is Carlos Giraldo?
Carlos Giraldo is a Democrat running for Philadelphia City Council At-Large — a citywide seat representing every neighborhood in Philadelphia rather than a single district.
What does at-large mean on Philadelphia City Council?
Philadelphia City Council has seventeen members: ten elected by district and seven elected at-large by the whole city. An at-large member represents every neighborhood in Philadelphia. In the primary you may vote for up to five at-large candidates, and each party nominates five.
Can I vote in the Democratic primary if I am registered independent?
Not as things stand. Pennsylvania holds a closed primary, so only registered Democrats can vote in the Democratic primary. You can change your party at pavoterservices.pa.gov, and it must be done at least 15 days before the election.
When is the Philadelphia City Council election?
The Democratic primary is scheduled for May 18, 2027. In Philadelphia the Democratic primary usually decides the seat, so voting in the primary matters.
